Woodland Hills, population about 1,559 (Census ACS 2020–2024), has no artificial turf rule that we could find. A copy of Ordinance 2021-14 on the city site proposes a landscaping standard that covers fire clearance around structures and corner-lot sight lines for homes. It does not set a lawn limit or mention turf. The file name says tabled, so we cannot confirm the city adopted it. It encourages xeriscaping and notes that some subdivisions have an HOA or CC&Rs with their own architectural review (Ordinance 2021-14). The city's current code is hosted separately, and we could not read its text (city code).
Wildfire Clearance Rules
The Woodland Hills resident handbook recalls the 2018 Bald Mountain Fire, which led to an 11-day evacuation. Its fire ordinance summary says live native grasses within 30 feet of a structure must be removed, replaced or cut to 6 inches or less, and dead vegetation must be cleared to 100 feet of a dwelling. It recommends irrigating landscaping within a 30 foot perimeter around homes (Woodland Hills resident handbook). The handbook does not mention synthetic turf. If you are considering turf near the house, ask the Fire Chief how the ordinance applies, and keep the answer in writing.
