Artificial Turf in Cedar Hills, UT

Cedar Hills requires front yards to be landscaped, and a council member has said artificial turf is allowed in back yards. Here is what is published, and what to confirm.

Cedar Hills, population about 9,950 (Census ACS 2020 to 2024), is a small, mostly owner-occupied city of single-family homes. Its code, section 10-5-27, requires the front yard of any lot with a dwelling to be landscaped, and says that leaving naturally occurring vegetation and bare ground and calling it xeriscaping does not conform (Cedar Hills Code 10-5-27, as summarized in search results). The city's code site blocked our direct fetch, so we are relying on that summary and recommend you read the section yourself.

On artificial turf specifically, we found no written rule. A report of a Cedar Hills City Council meeting says a council member, asked whether artificial turf could cut outdoor water use, answered that it is permitted in back yards and that front-yard landscaping rules still apply (CitizenPortal report). That is a secondhand account of a spoken answer, not an ordinance, and we could not open that page to re-read it, so get the city's answer in writing before you sign.

Pressurized Irrigation And Your Bill

Cedar Hills runs separate culinary and pressurized irrigation systems. The city's 2022 conservation plan says it began building the irrigation system in 2002, and before the 2003 irrigation season outdoor water also came through the culinary system. The irrigation system draws on the American Fork River, Pleasant Grove Irrigation Company water, the city's wells and Central Utah Water Conservancy District connections (Cedar Hills Water Conservation Plan, 2022).

The city's pressurized irrigation page, as summarized in search results, says the city bills irrigation based on actual use effective July 1, 2025, with a base charge set by lot size that rose from $34.45 to $38.58 on January 1, 2025 (Cedar Hills pressurized irrigation). The city's page did not load fully for us, so confirm current rates with the city. A turf area uses none of the metered allotment, while living lawn is billed by the gallon.

Lot Sizes And The State Rebate List

Cedar Hills' Land Use Element describes residential zones with minimum lots of 20,000, 15,000 and 11,000 square feet (Cedar Hills Land Use Element, Ordinance 02-07-2023B). Those run from about a quarter acre to nearly half an acre, so a back-yard lawn can be big enough that the sod removal and base work matter as much as the turf itself.

Cedar Hills is on the Utah Division of Water Resources list of communities with qualifying water-efficient landscape ordinances, as that page read on October 22, 2026 (Utah Division of Water Resources). The incentive pays $2.00 per square foot but the program page states that water efficient landscaping does not include artificial turf (program details). Read our rebate guide before choosing between planting and turf.

Estimates carry margins of error, and the percentages are our arithmetic on the published counts. Nearly six in ten homes date from the 2000s, so many yards are 15 to 25 years old, with mature landscaping and sprinkler systems built for grass. Costs

As arithmetic on published ranges, not a quote, a 1,000 square foot back yard comes to about $6,000 to $17,000 at HomeAdvisor's June 2026 figures ($2 to $8 material plus $4 to $9 labor per square foot), or $5,450 to $20,000 at Lawn Love's December 2025 installed range. Removing the existing grass adds about $880 to $1,840 at $0.88 to $1.84 per square foot. The cost guide lists sources. Neighboring Pleasant Grove and American Fork have their own rules.
