Springville, population about 35,849 (Census ACS 2020–2024), has no artificial turf rule for single-family homes that we could find. A third-party copy of the city's development code says the main landscaping chapter does not apply to detached single-family houses unless stated, and it requires the front yard and any street-side yard to be landscaped within 18 months of occupancy (Springville Title 11, third-party copy). The line "no artificial plant materials may be utilized in meeting landscaping requirements" sits in the section for all other development, not single-family homes. We could not find a published rule specific to artificial turf for houses. Ask the city before you plan the front yard.
The park strip has its own section, 11-6-207. Strips under 6 feet wide may be rock, pavers, low plants or sod. Strips 6 feet or wider need groundcover, shrubs and city-approved shade trees, with 50% plant cover within three years. Artificial turf is not mentioned in that section. Springville's own 2026 water planning document recommends the city consider letting owners use materials other than lawn or turf in park strips (Springville Water Use and Preservation Element, 2026). Springville is on the Utah Water Savers eligible list, but the program pays for plants and not for artificial turf (Utah Water Savers).
Two Water Systems, East and West
Springville runs a drinking water system from seven wells and four springs and a separate pressurized irrigation system placed in service in 2016. The irrigation system serves more than 1,500 connections on the west side of the city. Both systems use tiered rates, and the city offers lower irrigation water rates to encourage use of the secondary system (same 2026 city water document). Homes outside that area water their yards with drinking water. That makes lawn more expensive to run on the east side.
The city also notes that irrigation water arrives at higher pressure than culinary water. Without a pressure-reducing valve, you need shorter run times to avoid high bills (Springville Public Works). If you keep part of your sprinkler system after a turf install, ask your installer about valves and capping unused zones.
Frost, Drainage and the Canyon Mouth
Springville building staff list a frost depth of 30 inches (Springville accessory building handout). Frost depth matters for footings and posts. For turf, the base should drain well through the cold months. Soil types change from the hillside toward the valley, so ask your installer to check drainage on your lot. We did not find a published soil figure for the city.
Nearby, Spanish Fork and Provo have their own turf codes.

Turf Questions From Springville Homeowners
Does Springville allow artificial turf in front yards?
We could not find a published rule specific to artificial turf for single-family homes. The city code requires the front and street-side yard to be landscaped within 18 months of occupancy. Ask Springville Community Development how artificial turf is treated before you plan a front-yard install.
Can I use artificial turf in a Springville park strip?
Section 11-6-207 lists rock, pavers, low plants or sod for narrow strips and plantings and trees for wider ones. It does not mention artificial turf. Ask the city, because park strips are in the public right-of-way.
Is Springville water different on the east and west sides?
Yes. Pressurized irrigation serves more than 1,500 west-side connections. Homes outside it water yards with drinking water. Call Public Works to confirm which system serves your address.
