Vineyard, population about 14,446 (Census ACS 2020 to 2024), is one of the newest cities on the Utah County side of the Wasatch Front. We could not find a published city rule that names artificial turf. Vineyard's online code lists a Zoning Code and a Tree and Landscape Manual, but its search page did not let us read inside them (Vineyard municipal code). That is a gap in what we could read, not proof that the city allows turf anywhere, so ask Vineyard planning before you plan a front yard.
What the city has published is a water plan. Ordinance 2023-09, passed by the council on February 22, 2023, added a Water Use and Preservation element to the general plan. Its strategies include replacing city-owned non-programmable turf with water-wise landscaping, a "Flip Your Strip" rebate program for residents, a Secondary Water Master Plan, a tiered-rate billing structure, and a landscaping ordinance requiring water-wise landscaping on all new construction (Vineyard Ordinance 2023-09). Those are strategies, not yard rules, and we did not find the resulting ordinance text.
What The State Rebate List Says About Vineyard
Vineyard is on the Utah Division of Water Resources list of communities with qualifying water-efficient landscape ordinances for new residential development, as that page read on October 22, 2026 (Utah Division of Water Resources). To be listed, a city's ordinance must at least bar lawn on park strips, bar lawn in new development areas under 8 feet wide, and cap lawn at 50% of front and side yard landscaping in new residential development. That is the state's minimum, and we did not read Vineyard's own text, so do not assume Vineyard's wording matches it.
The incentive pays $2.00 per square foot to replace grass with water efficient landscaping, up to $50,000 per application, and the program page states that water efficient landscaping does not include artificial turf (program details). So a Vineyard household can plant for the incentive or install turf, but not collect the incentive for turf. Our rebate guide and how-to-apply guide cover the order of steps.
Vineyard Homes at a Glance
Source: U.S. Census Bureau, American Community Survey 2020–2024 5-year estimates, via Census Reporter. Estimates carry margins of error, and the percentages are our arithmetic on the published counts. About 95% of the housing was built in 2010 or later and 55% of occupied homes are rented, so many turf projects here are townhome yards, landlord-owned properties and small back yards, not large lawns. In an attached community the HOA or landlord decides, and our HOA guide explains what to ask for in writing.

Small Yards, Compacted Fill And Cost
A 2015 median build year means most Vineyard yards started life as builder-graded fill with little or no established lawn. Base prep is where that gets fixed, so ask the installer what they found when they probed the soil. See how installs work.
As arithmetic on published ranges, not a quote, a 500 square foot townhome yard runs about $3,000 to $8,500 at HomeAdvisor's June 2026 figures ($2 to $8 material plus $4 to $9 labor per square foot), or $2,725 to $10,000 at Lawn Love's December 2025 installed range of $5.45 to $20. Small areas often price higher per square foot because setup costs are spread over fewer feet. The cost guide lists sources, and pet turf is common for small attached yards. Nearby Orem and Lindon have their own rules.

Turf Questions From Vineyard Homeowners
Does Vineyard allow artificial turf in front yards?
We found no published Vineyard rule that names artificial turf, but we could not read inside the city's Zoning Code or Tree and Landscape Manual online. Ask Vineyard planning and your HOA before you plan a front-yard install.
How much does artificial turf cost in Vineyard, UT?
Published ranges are $2 to $8 per square foot for material plus $4 to $9 for labor (HomeAdvisor, June 2026), or $5.45 to $20 installed (Lawn Love, December 2025). A 500 square foot yard is roughly $3,000 to $8,500 on the HomeAdvisor basis.
Is there a rebate for fake grass in Vineyard?
No. Vineyard is on the state's eligible list for the $2.00 per square foot Landscape Incentive Program, but the program says water efficient landscaping does not include artificial turf. See our rebate guide.
