Lindon, population about 11,765 (Census ACS 2020 to 2024), is in northern Utah County. We found no published Lindon rule that names artificial turf. The city created Title 17.19, Waterwise Landscaping and Design, through Ordinance 2023-1, adopted in 2023 (Lindon Ordinance 2023-1). The city's code site blocked our fetch, so we could not read the ordinance text. Lindon's 2024 water plan describes it as requiring new development to include water-efficient landscaping, which helps eliminate non-functional turf (Lindon Water Conservation Plan, 2024).
Because the plan describes the ordinance as aimed at new development, an existing Lindon home may be treated differently from a new one, and we cannot say how the code treats synthetic turf. Ask Lindon Community Development before you plan a front yard, and ask your HOA too.
Lindon's Secondary Water Is Fully Metered
Lindon runs its own secondary water system, which it installed around 1993, supplied in summer by North Union Irrigation Company, the Central Utah Water Conservancy District and smaller irrigation companies. Water is available from about the end of April to mid-October and is billed monthly year-round (Lindon Secondary Water Metering Project). The city installed 2,616 meters in a project estimated at $3,204,000, mostly state and district funded, and expected metering to cut use by up to 20%.
The 2024 water plan says Lindon had 2,853 secondary connections at the end of 2023, 100% of them metered, and had seen a 28% reduction in secondary water use from 2019 to 2023. It attributes the city's higher-than-average use to outdoor watering on larger-than-average lots (Lindon Water Conservation Plan, 2024). It expects tiered rates to follow. A turf area that needs no irrigation water is the simplest way to take that meter reading down.
Rebate Facts For Lindon
"Lindon City" is on the Utah Division of Water Resources list of communities with qualifying ordinances, as that page read on October 22, 2026 (Utah Division of Water Resources). The incentive pays $2.00 per square foot of grass replaced, up to $50,000 per application, and the page states that water efficient landscaping does not include artificial turf (program details). Our rebate guide and the how-to-apply guide show how to sequence a planting project and a turf area without double counting the same square feet.
