Artificial Turf in Pleasant Grove, UT

Pleasant Grove just adopted new water-efficiency standards for new homes. The ordinance talks about lawn, not synthetic turf, so a quick check with the city is wise.

Pleasant Grove, population about 37,852 (Census ACS 2020–2024), put new water-efficiency standards in front of its City Council in July 2026. Ordinance 2026-021 adds Section 10-15-28. For new residential construction, lawn may not exceed 50% of the landscaped area in front and side yards. Lawn must be at least 8 feet wide, cannot go on slopes steeper than 25%, and cannot go in park strips (Ordinance 2026-021, posted July 22, 2026). The ordinance defines lawn as land planted in "closely mowed, managed grass, sod, or turf." It does not mention synthetic turf. We could not find a published rule specific to artificial turf, so ask the city whether it counts toward the 50% cap. We also could not confirm the effective date.

Pleasant Grove's own water planning deck from November 2025 warns that the city is expected not to have enough drinking water for average demand by 2050. It also says secondary water metering and a tiered rate structure are near completion (Pleasant Grove Water Use and Preservation Element). The same deck lists restrictions on artificial turf among things landscaping standards typically cover. That is a general list, not an adopted Pleasant Grove rule. The Central Utah program covers Pleasant Grove, but it pays for plants and not for artificial turf (Utah Water Savers).

What the 2026 Ordinance Means for a Turf Project

The 50% limit applies to new residential construction. If you own an existing home, the ordinance text we read does not say it applies to your yard. If you are building new, expect the city to review your landscape plan. Either way, these are the questions to ask.

  • Does artificial turf count as lawn for the 50% limit?
  • Does the ordinance apply to my lot, or only to new construction?
  • Can artificial turf go in the park strip? (Lawn cannot.)
  • What plan review do you need before work starts?

Secondary Water Meters and Your Bill

Pleasant Grove is installing meters on its secondary irrigation system. State law requires every secondary connection in Utah to be metered by 2030. Metering means you pay for what you use. A turf area that needs no irrigation water can cut that bill, while living lawn is billed by the gallon. We could not find the current tier rates on a city page, so call Public Works for today's numbers.

With a median build year near 1999 and only about one in five homes built since 2010, most turf jobs here replace established lawn. That means sod removal, old sprinkler lines and mature trees. Turf Questions From Pleasant Grove Homeowners

Does Pleasant Grove allow artificial turf in front yards?

We could not find a published rule specific to artificial turf. Ordinance 2026-021 limits lawn to 50% of front and side yards on new homes and keeps lawn out of park strips, but it does not mention synthetic turf. Ask Pleasant Grove Community Development whether turf counts as lawn.

Does Pleasant Grove have a rebate for artificial turf?

No. The Central Utah Water Conservancy District program is available in Pleasant Grove, but it does not pay for artificial turf. It pays for replacing lawn with plants. We found no separate city artificial turf rebate. See the rebate guide.

Will secondary water meters change what I pay?

The city says metering and a tiered rate are near completion. Rates are not final on any page we found, so confirm current rates with Public Works. Less watered area means less water use.
