Salem, population about 10,324 (Census ACS 2020–2024), has no artificial turf rule that we could find. The city posts a municipal codes page, but what we could read did not link individual titles, and the zoning text we reached was not readable, so we could not search the landscaping section (Salem City Codes). Ask Salem's planning office for the current front-yard and park strip rules before you plan a project.
State rules still apply. Utah Administrative Code R653-11-10 sets no more than 35% lawn in the front and side yard landscaped area of new residential development in Utah County, and no lawn on parking strips or in areas under eight feet wide (R653-11-10). Utah Code 10-20-619 bars cities from prohibiting water-wise landscaping and says a city cannot require lawn or turf in an area under eight feet wide (Utah Code 10-20-619). Both speak of lawn and do not mention synthetic turf, so confirm with the city whether a turf area counts.
Salem's Irrigation Water and Metering
Salem's October 2025 draft water conservation plan says the city built a pressurized irrigation system in 2008 so residents can irrigate with non-potable canal water and the city can keep drinking water for indoor use. It counted 2,624 irrigation connections in 2024, 2,552 of them residential. The system is fed mainly from the Strawberry Highline Canal into two ponds, with water from a well also pumped into the canal. Secondary metering and tiered billing began in 2023, and the plan says the city has already seen water use fall. Use averaged 250 gallons per capita per day from 2020 to 2024 against a regional goal of 179 by 2030. The plan also says Salem families traditionally have large garden areas and grass, creating a July peak that strains the irrigation system (Salem draft Water Conservation Plan, Oct 2025). It is a draft, so figures may change.
Rebates in Salem

Salem Homes at a Glance
Source: U.S. Census Bureau, American Community Survey 2020–2024 5-year estimates, via Census Reporter. Estimates carry margins of error. Nine in ten homes are detached houses and nearly all households own, so front and back yards are the main use of outdoor space. Nearly four in ten homes were built since 2010, and many newer neighborhoods have HOA review. Read the HOA rules guide first.

Costs
Our artificial turf cost guide has current ranges. Lawn Love (Dec 2025) reports $5.45 to $20 per square foot installed, and HomeAdvisor (June 2026) lists $2 to $8 per square foot for material plus $4 to $9 for labor. For a 1,000 square foot area that is roughly $5,450 to $20,000, by our arithmetic and not a quote. Backyard dog runs and play areas follow the same ranges: see pet turf.
