Elk Ridge, population about 4,898 (Census ACS 2020–2024), has a residential landscaping section, 10-12-36, in its supplementary regulations. A third-party copy says the front yard and any side yard must be landscaped back to the rear wall plane of the home, and planter strips must be landscaped too. Landscaping is due within three years of the certificate of occupancy or, for an existing home, of purchase. New homes need a deposit that is returned once the landscaping is done. Lawn may not exceed 35% of the total landscaped area, must be at least 8 feet wide at its narrowest point, and is not allowed in park strips, paths or on slopes steeper than 25% (Elk Ridge Chapter 12, third-party copy).
The section uses the word lawn, not turf, and does not mention artificial turf. It lists irrigation, trees, bushes, xeriscape and manicured ground cover as acceptable materials, so we cannot say how synthetic turf is classified. The copy shows amendments through Ordinance 23-03 of May 23, 2023. Ask the city for the current text before you plan a yard.
Hillside and Conservation Zones
Elk Ridge's code has hillside residential and critical environmental zones in addition to its standard residential zones (Elk Ridge zoning, Chapter 9). The 25% slope limit on lawn matters on those lots, so ask your installer to check grade and drainage on site. The sprinkler rules also matter if you keep part of a system: the copy requires a backflow device, pressure-reducing valve and rain or soil sensor on systems tied to the city water system.
Rebates in Elk Ridge
Elk Ridge is on the Utah Water Savers eligible list (eligibility, page 1). The Central Utah program pays $3.00 per square foot to replace lawn with plants and says artificial turf is not incentivized (program details). See our rebate guide. We did not find a published Elk Ridge water plan to describe its irrigation system, so ask the city which system serves your lot.

Almost every household owns its home and six in ten homes date from 2010 or later. The three-year landscaping deadline fits that mix of new yards, and many neighborhoods likely have HOA design review. See the HOA rules guide.
