Santaquin, population about 16,436 (Census ACS 2020–2024), adopted Ordinance 02-03-2024 to add water efficiency standards to Title 10, Chapter 52 of its landscaping code. It applies to building permits submitted after it took effect on February 21, 2024. Lawn must be at least 8 feet wide at its narrowest point and may not exceed 35% of the total landscaped area. Lawn is barred from park strips, paths and slopes steeper than 25%. Decorative materials such as crushed rock, pavers or stamped concrete may cover no more than 50% of required landscaped areas (Santaquin public notice, Ordinance 02-03-2024).
That notice does not mention artificial turf, and we found no other published Santaquin rule that does. The standards are written around living lawn and around rock and paver cover, so we cannot tell you whether synthetic turf counts toward either limit. Ask Community Development before you plan a front yard. New single-family homes must have front and visible side yards fully landscaped before occupancy unless the owner posts a bond. If pressurized irrigation is not available, a cash bond can be paid and the landscaping finished by the end of the following irrigation season.
Where Santaquin's Irrigation Water Comes From
Santaquin runs a drinking water system from seven springs in Santaquin Canyon and two deep wells, and a separate pressure irrigation system that uses raw surface and irrigation-well water. The largest shares the city owns are in Summit Creek Irrigation & Canal Company. Construction of the irrigation system began in August 2006 and finished in April 2009, and each connection is metered. In 2022 drinking water averaged 132 gallons per capita per day and pressurized irrigation 121, for 253 in all, which the city's plan calls 105% of the Utah average of 240 (Santaquin Water Conservation Plan, Dec 2023). The city's water element puts an average residence at 0.67 acre-feet a year (Santaquin Water Element). Santaquin also straddles the Utah and Juab county line (U.S. Census place list), so confirm your address is in our service area when you request an estimate.
Rebates in Santaquin
Santaquin is on the Utah Water Savers eligible list (eligibility, page 2). The Central Utah program pays $3.00 per square foot to replace lawn with plants that reach 50% perennial cover, needs a 200 square foot minimum and approval before work starts, and says artificial turf is not incentivized (program details). Santaquin Homes at a Glance
Source: U.S. Census Bureau, American Community Survey 2020–2024 5-year estimates, via Census Reporter. Estimates carry margins of error. About half of the homes date from 2010 or later, which lines up with the 2024 standards: many yards are new, graded fill with no established lawn, so base prep matters more than the surface. Nine in ten homes are owner-occupied. Many newer neighborhoods have HOA design review, so read the HOA rules guide before you order.

Costs
Our artificial turf cost guide has current ranges. HomeAdvisor (June 2026) lists about $2 to $8 per square foot for material plus $4 to $9 for labor, and Lawn Love (Dec 2025) reports $5.45 to $20 installed. For a 700 square foot yard that is roughly $3,800 to $14,000 installed, by our arithmetic and not a quote. Neighboring Payson, Salem and Spanish Fork each handle lawn limits differently.

Does the Santaquin 35% lawn limit apply to my existing home?
The notice says the standards apply to building permits submitted after the ordinance took effect on February 21, 2024, so they are aimed at new construction. Confirm your lot with the city.

No. Santaquin is on the Utah Water Savers list, but the program says artificial turf is not incentivized. It pays for replacing lawn with plants and needs approval before work starts.
