Saratoga Springs, population about 48,425 (Census ACS 2020–2024), has written artificial turf standards into Chapter 19.06 of its Land Development Code. Section 19.06.08 says artificial turf is permitted in front or corner street-side yards. You must file an artificial turf application with proof that the turf has a minimum eight-year no-fade warranty, a multi-color blend, a pile height of at least 1.5 inches, a face weight of at least 50 ounces per square yard, and water permeability of at least 19 inches per hour. Rubber or inorganic infill is prohibited. Organic infill is permitted. Stormwater runoff must stay on site (Saratoga Springs Chapter 19.06).
Turf also does not replace the required planting. The landscape plan must still meet the minimum landscaping rules for a residential front yard, and the first five feet around each tree must stay free of turf. At least 25% of front-yard landscaping must be non-rock planter beds, shrubs, grasses or other non-hardscape. A different section, 19.06.06, says artificial turf is not permitted in nonresidential and common open space, including space held by a homeowners association. That is why earlier summaries said the code conflicts. The two rules apply to different property types. Utah Water Savers lists Saratoga Springs as eligible, but its rebate does not cover artificial turf (Utah Water Savers program details).
Lake-Fed Irrigation Water and Tiered Rates
The city's pressurized irrigation system draws on three irrigation wells, the Utah Lake Distributing Canal and Utah Lake. The city warns that surface water quality can be variable and may carry elevated dissolved solids. The system is non-potable. It is charged the week of April 15 and drained the week of October 15. Residents pay a fee through the season, and the rate climbs in tiers once use passes the allotment for the property (Saratoga Springs Pressurized Irrigation). Turf that needs no irrigation can help you stay under the allotment.
New-Build Lots and Landscaping Deadlines
On lots of one-third acre or smaller, the front and street-side yards must be landscaped within one year of the certificate of occupancy. Interior side and back yards have two years. Park strips must be landscaped when the front yard is. The park strip list includes "turf" but does not mention artificial turf, so ask Planning before you add it. New-build lots often arrive with compacted fill and no lawn, so the base work matters more than the surface. Our artificial grass lawns page explains base prep.
The city lists a 30-inch frost line and a ground snow load of 31 pounds in its building design criteria (Saratoga Springs Design Criteria). Utah Lake sits nearby, so ask your installer to check drainage on low lots. That is general advice, not a city finding. For comparison, see Lehi to the north and Eagle Mountain to the west.

Costs
Read the artificial turf cost guide for ranges. HomeAdvisor (June 2026) lists about $2 to $8 per square foot for material plus $4 to $9 for labor. Meeting the city specs, such as the 50 ounce face weight and 19 inch permeability, can shape which product you choose. Get a free estimate that confirms the product meets Chapter 19.06.

Turf Questions From Saratoga Springs Homeowners
Does Saratoga Springs allow artificial turf in front yards?
Yes, with an application. Section 19.06.08 permits it in front and corner street-side yards if it meets the code specs, including an eight-year no-fade warranty, 1.5 inch minimum pile and 19 inches per hour permeability. The landscape plan must still meet the minimum landscaping rules.
Is artificial turf allowed in Saratoga Springs HOA common areas?
The code says artificial turf is not permitted in nonresidential and common open space, including space owned by an HOA. Your own yard follows the residential rules, but your HOA may add its own review.
Can I get a rebate for artificial turf in Saratoga Springs?
No. Saratoga Springs is on the Utah Water Savers eligible list, but the program pays for replacing lawn with plants and does not pay for artificial turf. See our rebate guide.
