Artificial Turf and HOA Rules in Utah

State law limits how an HOA can force lawn on you. It does not give you a right to synthetic grass. Your governing documents decide, so get the answer in writing first.

Updated

Utah homeowners ask two different questions that get mixed up: can my HOA make me keep a lawn, and can my HOA stop me putting in fake grass? State law speaks mainly to the first. The second is mostly a matter of your own CC&Rs and design guidelines. We are not lawyers and this is not legal advice.

What Utah Code 57-8a-231 Says

Utah's Community Association Act, section 57-8a-231, is titled "Water wise landscaping." As we read it, an association cannot require a lot owner to install or keep lawn in an area less than eight feet wide, and the section lets associations adopt water-wise design requirements (Utah Code 57-8a-231). It does not, in the text and bill drafts we reviewed, say a homeowner may install artificial turf over the HOA's objection.

Read the current statute yourself on the Utah Legislature's site; the section has been amended more than once (2022, 2023) and we did not verify later changes.

What Your CC&Rs and Design Review Decide

Most HOAs require architectural or design review before you change landscaping. Many address synthetic turf directly: banned, allowed in back yards only, or allowed with product specs and color requirements. If the documents are silent, the board's design guidelines usually fill the gap. Ask for both in writing.

How to Get Artificial Turf Approved

  • Request the current CC&Rs, rules and landscape guidelines, and ask in writing whether synthetic turf is addressed
  • Submit the design review form with a scaled sketch, the area in square feet and the turf product sample
  • Include base and drainage details, edging, and where turf meets planting
  • Show that the plan meets the water-wise standards the association itself adopted
  • Do not sign a turf contract until you have the approval in writing

City Rules Sit on Top of HOA Rules

Even with HOA approval, your city's code applies. Salt Lake City bars turf in front yards and park strips; other Wasatch Front cities differ. See our city-by-city rules and the park strip guide.

HOA Common Areas and Commercial Turf

Boards weighing turf for common areas should ask for a phased scope with a price per phase, the warranty in writing and a maintenance plan; see playground and commercial turf.

HOA Turf Questions

Can an HOA ban artificial turf in Utah?

Often yes, through its CC&Rs or design guidelines. State law limits forced lawn in narrow areas but, in what we reviewed, does not override an HOA's turf rules. Check your documents.

Can my HOA make me keep grass?

Section 57-8a-231 restricts requiring lawn in areas under eight feet wide and lets associations set water-wise standards. Read the current text for your situation.

Do I need HOA approval for fake grass?

Almost always for visible landscaping changes. Submit a design review request and wait for written approval before you sign.

What if my HOA denies artificial grass?

Ask which rule applies, whether a product spec or location change would satisfy it, and what the appeal process is. A Utah attorney can advise on the specifics.
