Clearfield, population about 33,523 (Census ACS 2020–2024), adopted a water-efficient landscaping ordinance on February 22, 2022, working with Weber Basin, and amended it on April 23, 2024 (council packet, Apr 2022). Chapter 21 of the zoning code applies to new single-family homes and fully rehabilitated single-family landscapes. Turf may cover no more than 35% of the combined front and interior side yard landscaped area (or 250 square feet, whichever is greater), and park strips and areas under 8 feet wide may not have turf (Clearfield code via Zoneomics).
The chapter defines turf as grass with root structures maintained as mowed grass, and its list of hardscape materials does not name synthetic turf. We could not find a published Clearfield rule specific to artificial turf. In a park strip the code also limits hardscape to 25% of the strip, so ask the city whether synthetic turf would count. The code text came from a mirror of the municipal code, so confirm the current wording. Neighbouring Layton and Syracuse have their own rules.
City Water, Not Canal Water
Fewer than 10% of Clearfield properties use secondary water. The rest water their yards from the city system, which buys most of its supply from Weber Basin and uses four wells at peak. The few secondary users are served by private companies fed from the Davis-Weber Canal, such as Home & Garden Irrigation and Clearfield Irrigation, and the city says a citywide secondary system is not planned. The city began replacing water meters in 2023 and bills culinary water in tiers (Clearfield Water Element, 2026). For most households, less lawn watering shows up on the city bill. That is a real savings argument, though not a rebate.
Rebates Do Not Cover Synthetic Turf
Weber Basin lists Clearfield at $2.50 per square foot for the Landscape Lawn Exchange, with a 250 square foot minimum. Lawn replaced with artificial turf, concrete or other hard surfaces is not eligible (Weber Basin, Oct 2026).
Renters, Townhomes And HOAs
About 59% of Clearfield homes are owner-occupied and 55% are single-family detached, so a large share of the city is rentals, townhomes and condos. If you rent, a landlord decides. In an HOA, the city code says an association may not require uniform overhead-spray plant material in areas under 8 feet wide or over 35% of the landscaped area, but that does not make synthetic turf automatic. Ask for design review in writing.

Turf Questions From Clearfield Homeowners
Does Clearfield allow artificial turf in front yards?
We could not find a published Clearfield rule specific to artificial turf. The 2022 landscaping chapter limits living turf to 35% of front and side yards on new homes and bars turf in park strips, so ask the city before planning a front-yard project.
Does Clearfield have secondary water?
Only a small share, under 10% of the city, through private irrigation companies. Most Clearfield yards are watered from city culinary water.
Can I get a Weber Basin rebate with artificial turf in Clearfield?
No. The Landscape Lawn Exchange does not pay where lawn is replaced with artificial turf, concrete or other hard surfaces.
