Artificial Turf in Farmington, UT

Turf lawns, play areas and putting greens for Farmington's newer family homes, with the city's lawn limits and water facts laid out.

Farmington, population about 25,389 (Census ACS 2020–2024), has one of the newest housing stocks in Davis County: a median build year of 2002, with 28% of homes built in 2010 or later (Census Reporter). The zoning code's water-efficient landscaping rules for one-family and two-family lots (section 11-7-050) allow no more than 35% of the front and side yard landscaped area to be lawn, and bar lawn or overhead spray irrigation in any park strip or area under 8 feet wide (Farmington zoning code via Zoneomics).

Those rules say "lawn." In the chapters we read we found no mention of artificial or synthetic turf, so we could not find a published Farmington rule specific to it. Ask the planning department whether synthetic turf counts toward the 35% cap or is allowed in a park strip. The code text came from a mirror of the municipal code, so confirm the current wording. Next door, Kaysville names artificial turf in its definitions.

Two Secondary Systems, Metering Under Way

About 95% of Farmington can get pressurized secondary water, and every new development must connect. Benchland Water District and Weber Basin Water Conservancy District supply it, with typical turn-on around April 15 and shut-off around October 15. Both have started metering. For the connections already metered, the city estimates secondary use at 154 to 222 gallons per person per day, against 54 to 60 for indoor culinary water (Farmington Water Element, 2026). That gap is the lawn. State law requires every secondary connection to be metered by 2030.

Where Farmington Rebates Stand

The same plan counts 31 completed Landscape Lawn Exchange projects and 83 Flip Your Strip projects since 2022. Those programs replace living lawn with plants. Weber Basin lists Farmington at $2.50 per square foot, but lawn replaced with artificial turf, concrete or other hard surfaces is not eligible (Weber Basin, Oct 2026). A turf project here is paid for out of pocket, and the savings come from lower watering and mowing.

West Of I-15, New Subdivisions And HOAs

The city's plan puts most future growth in the transit-oriented neighborhoods west of Interstate 15 near Farmington Station, and says all new development must follow the water-efficient landscape standards. Builders there often hand over a front yard with a lawn plan already approved, so a turf swap can trigger HOA design review. State law lets an HOA require a review of water-wise landscaping, but not make you keep lawn in an area under 8 feet wide (Utah Code 57-8a-231). It does not mention artificial turf. Check your covenants first.

Newer lots can have compacted fill and thin topsoil, so ask the installer about base prep. Older lots near the canyon mouths may have mature trees to work around.

The June 2023 Ordinance And Benchland's Long History

Farmington's water element says the city passed its water-efficient landscape ordinance in June 2023, focused on new residential, commercial and multi-family development and on modifications to existing properties. A 2022 version had covered only commercial and multi-family development. The same element says Benchland Water District has provided pressurized secondary water to Farmington since 1978, grew out of the Farmington Area Pressurized Irrigation District organized in 1969, and also serves some areas of Fruit Heights and Kaysville (Farmington Water Element, 2026). Neighbouring Fruit Heights is one of the cities Benchland reaches.

Culinary Rates And The Five Percent Outdoors

Since 2020 Farmington's culinary rate has a base tier covering up to 5,000 gallons a month, then three tiers priced higher per 1,000 gallons. Culinary use has averaged 58 to 60 gallons per person per day on a five-year rolling basis, and about 5% of connections still use culinary water outdoors (Farmington Water Element, 2026). If you are in that 5%, a turf swap is the one that lands on the city bill.
