West Point, population about 11,929 (Census ACS 2020–2024), is one of the few Davis County cities whose published code mentions artificial turf by name. The city's residential landscaping standard (section 17.70.040) caps turfgrass on new yards at 35% of the front and side yards, excluding driveways. It then says areas without turfgrass must use "a combination of at least two different types of 'mulch' materials," giving "artificial turf, rock of different sizes and colors, or wood chips" as examples (West Point residential landscaping standards). That copy is an undated PDF on the city website, so confirm the current wording with the city before you design around it.
The same section also says "landscapes completely devoid of planned live vegetation are prohibited." A synthetic lawn is therefore allowed in the non-turf part of a yard, but not as the whole yard. Park strips and areas eight feet wide or less may not get new turfgrass, and the standard lists trees, shrubs, pavers, rock, mulch or another ground cover for park strips. It does not list artificial turf for park strips, so ask first.
The Live-Vegetation Minimums
Areas without turfgrass need either one shrub per 100 square feet of landscaped area plus one tree per 1,000 square feet, or one shrub for every 50 square feet. By our arithmetic, a 1,000 square foot landscaped front yard works out to 10 shrubs and one tree, or 20 shrubs. Deciduous trees count at two-inch caliper, ornamental and flowering trees at one-and-one-half-inch caliper, and evergreens at six feet tall. Landscaping must be finished within one year of the certificate of occupancy, and new landscaped areas under eight feet wide must use drip irrigation on their own zone (West Point residential landscaping standards). The list of prohibited landscape materials is short: crushed asphalt, recycled concrete, slag and road base.
Two Culinary Systems, One Canal Company
West Point is served by two culinary water systems: West Point Water Service on the east half of the city and the Hooper Water Improvement District on the west half, with most water coming from Weber Basin. Secondary water is available to roughly 95% of the city from Davis and Weber Counties Canal Company, and the city can pump from two wells as a backup (West Point General Plan Update 2024). Clinton's conservation plan says that canal company averaged about 173 gallons per person per day over the 2021 irrigation season in the West Point and Clinton service area, and plans to meter every connection by 2030 (Clinton Water Conservation Plan, 2022). Metering will show what a lawn really uses.
Rebates Do Not Cover Synthetic Turf
The city's 2024 plan noted West Point did not yet qualify for the state's landscape incentive program and recommended adopting qualifying lawn limits. Weber Basin now lists West Point at $2.50 per square foot for its Landscape Lawn Exchange, but the program does not pay where lawn is replaced with artificial turf, concrete or other hard surfaces (Weber Basin). Our rebate guide explains the options.

About 9 in 10 homes are owner-occupied detached houses, and nearly a quarter were built since 2010, so many yards are young lots with builder-installed lawn and HOA design review. See the artificial turf cost guide: installed $5.45–$20 per square foot (Lawn Love, Dec 2025), and removing old grass $0.88–$1.84 per square foot. We found no West Point-specific price, so the installer we refer will give a free written estimate. Nearby Clearfield and Syracuse have different lawn rules.

Turf Questions From West Point Homeowners
Does West Point allow artificial turf in yards?
The city's residential landscaping standard lists artificial turf as an example of a non-turfgrass material for areas without turf, but it also prohibits landscapes completely devoid of planned live vegetation. Confirm the current text with the city.
How much turfgrass can a West Point front yard have?
For new yards, turfgrass is limited to 35% of the combined front and side yard area, excluding driveways. No new turfgrass is allowed in park strips or areas eight feet wide or less.
Do I still need plants if I put fake grass in my West Point yard?
Yes. The standard sets live-vegetation minimums, either one shrub per 100 square feet plus one tree per 1,000 square feet, or one shrub per 50 square feet of landscaped area.
Does West Point have secondary water?
About 95% of the city has access to secondary water from Davis and Weber Counties Canal Company, according to the city's 2024 general plan update.
