Clinton, population about 23,612 (Census ACS 2020–2024), requires front and side yards that are visible from the street to be landscaped, along with the park strip. Section 28-3-20.1 says the park strip "may be covered with non-turf landscaping or non-living landscaping," and bars concrete in park strips on local streets. Existing single-family homes without landscaping were required to install it within 18 months of that provision, and new homes within 18 months of occupancy (Clinton zoning code via Zoneomics). The code text came from a mirror of the municipal code, so confirm the current wording.
Synthetic turf is not named. The code defines turf as grass with full root structures maintained as mowed grass, and defines landscaping as living plants plus natural features such as rock, stone or bark and structural features. Whether artificial turf counts as "non-living landscaping" in a park strip is a question for Community Development. Ask in writing.
The 35% Rule For New And Rehabilitated Yards
Section 28-3-21 applies to homebuilders, developers and homeowners installing new or rehabilitated residential landscapes. Plant material in mass that needs overhead spray irrigation, such as common turf grass, may not exceed 35% of the front and side yard landscaped area. No turf or overhead spray is allowed in park strips or in areas under eight feet wide. At least 35% of the non-turf ground surface has to be covered by living plants at maturity, park strip included, and park strips themselves are not required to have living plants. The ordinance also voids HOA rules that require uniform spray-irrigated plant material in areas under eight feet wide (Clinton zoning code via Zoneomics). The code requires a landscape and irrigation plan to be submitted for review.
Canal-Company Water Since 1998
Clinton's pressurized secondary system went into operation in 1998 and is owned and maintained by Davis and Weber Counties Canal Company. It covers all of the city, and new developments must connect. Before it, culinary use reached as high as 239,188 gallons per connection a year, and the plan says the average fell to as low as 75,515 by 2010. The canal company plans to meter every connection by 2030, and the city's culinary use has held near 70 gallons per person per day (Clinton Water Conservation Plan, 2022). So most of a Clinton lawn's water is canal water, and its price depends on how the company bills once meters are in.
Weber Basin Rebates Skip Synthetic Turf
Clinton is on Weber Basin's $2.50 per square foot list for the Landscape Lawn Exchange, but the program does not pay where lawn is replaced with artificial turf, concrete or other hard surfaces (Weber Basin). See the rebate guide.
