Artificial Turf in West Bountiful, UT

West Bountiful lots average 18,500 square feet, and some subdivisions have no secondary water at all. That changes how a turf swap pays back.

West Bountiful, population about 5,915 (Census ACS 2020–2024), has no published rule on artificial turf that we could find. The city's water conservation plan says West Bountiful Municipal Code 12.28, Water Efficient Landscape Standards, governs new development and projects that modify more than 50% of an existing landscape, but we could not read the section text online (West Bountiful Water Conservation Plan, Jan 2023). Ask the city whether a whole-yard turf swap counts as a 50% modification.

The same plan says the average residential lot in the city is 18,500 square feet and contains 4,459 square feet of hard surface, and that some fields are still pastured for horses or livestock. A few hundred square feet of dog-run turf and a whole-backyard conversion are very different jobs here.

Who Does Not Have Secondary Water

Most of West Bountiful gets secondary water from Weber Basin, and all new residential development in recent years has been required to provide it. Three older subdivisions were built without it: Golden West (57 lots), Charnell (94 lots) and Countryside North (14 lots), 165 lots in all, or about 8% of the city's 2,011 housing units by our arithmetic. The plan estimates that about ten percent of residents lack secondary water, and it says summer potable use can run as much as 100% above winter use. All city water meters were replaced in 2009 (West Bountiful Water Conservation Plan, Jan 2023). If you live in one of those three subdivisions, your lawn is watered from the city tap, and that is where a turf swap shows up on a bill.

Park Strips And Flip Your Strip

The plan says the city used xeriscape designs in park strips on recent road projects and that residents were converting their frontage strips, many planning to use Weber Basin's Flip Your Strip program. Weber Basin lists West Bountiful at $2.50 per square foot for its Landscape Lawn Exchange, but replacing lawn with artificial turf, concrete or other hard surfaces is excluded (Weber Basin). See our park strip guide.

See the cost guide: installed $5.45–$20 per square foot (Lawn Love, Dec 2025). By our arithmetic, a 1,000 square foot backyard patch is $5,450 to $20,000 before removal, and old-lawn removal adds $0.88 to $1.84 per square foot. For a dog run, see pet turf.
