Artificial Turf in Kaysville, UT

Kaysville is one of the few Davis County cities whose code names artificial turf. Here is what it says, and what it leaves open.

Kaysville, population about 33,053 (Census ACS 2020–2024), passed a water-wise landscaping ordinance on May 4, 2023 (No. 23-05-01). Its definitions list "artificial turf" under hardscape, next to pavers, walls and concrete, and define "turf" as grass with full root structures maintained as mowed grass (Ordinance 23-05-01, May 2023). Read plainly, synthetic turf sits on the hardscape side of the code and does not count toward the living-turf caps. The ordinance does not say where synthetic turf may be placed, so confirm front-yard and park-strip plans with Community Development.

The living-turf rules are specific. Turf, grass or lawn is barred in areas under 8 feet wide (park strips included) and on grades over 25%. Front and side yards of residential developments are capped at 35% turf, and the ordinance says where secondary water is not available no more than 10% of the landscaped area may be turf. It applies to landscapes with new homes and to existing properties that change more than 50% of the landscaped area. Neighbouring Layton and Farmington have their own versions.

What The Ordinance Does Not Settle

The definitions put artificial turf under hardscape, but the ordinance is built around water, and its purpose clause says it is meant to give residents eligibility for reimbursement programs. Weber Basin lists Kaysville at $2.50 per square foot for its Landscape Lawn Exchange, yet the program does not pay where lawn is replaced with artificial turf, concrete or other hard surfaces (Weber Basin, Oct 2026). Three Secondary Water Companies

About 80% of the water used in Kaysville is outdoor secondary water. Three independent companies deliver it: Davis and Weber Canal Company (54% of the city by area), Haights Creek Irrigation (35%) and Benchland (11%). The city requires residential properties to use secondary service, with roughly 450 properties east of U.S. 89 allowed to irrigate with culinary water because the companies could not reach them (Kaysville Water Element, 2026). Service begins around April 15, and city code bars irrigating between 10 a.m. and 6 p.m. (Kaysville, Pressure Irrigation). The companies are working toward the 2030 state metering deadline but were not fully metered at the time of the plan, so turf savings may not show on your bill yet.

HOA Covenants And The City Ordinance

Section 17-5-6 says owners' associations may not adopt or enforce rules that prohibit or restrict compliance with the chapter. That protects water-wise changes. It does not say an HOA must approve synthetic turf, so read your covenants and ask for design review first. State law also lets an HOA require a review before water-wise work (Utah Code 57-8a-231).

No. Kaysville is on the $2.50 per square foot Landscape Lawn Exchange list, but lawn replaced with artificial turf, concrete or other hard surfaces is not eligible.
