Artificial Turf in Bountiful, UT

Turf lawns, pet runs and putting greens for Bountiful's older bench homes, with a straight answer on city rules and water rebates.

Bountiful, population about 45,023 (Census ACS 2020–2024), has the oldest housing of the six Davis County cities we cover: a median build year of 1973, with 63% of homes built before 1980 (Census Reporter). We could not find a published Bountiful rule that names artificial or synthetic turf. The PDF of Title 14, Chapter 16 (Landscaping and Fencing, city website) does not mention it either way, and it may not be the latest text. What the chapter does regulate is living lawn. For new single-family and two-family homes, lawn is capped at 35% of the front and side landscaped area, and lawn is not allowed in areas under 8 feet wide or on slopes over 25%. Whether synthetic turf counts toward those limits is a question for the planning office.

Davis County is Weber Basin Water Conservancy District territory, and Bountiful is on its $2.50 per square foot Landscape Lawn Exchange list. The program pays to replace living lawn, but its rules say lawn replaced with artificial turf, concrete or other hard surfaces is not eligible (Weber Basin, Oct 2026). Utah Water Savers likewise says it offers no incentives for artificial turf (Utah Water Savers). Budget a Bountiful turf project without a rebate. Our rebate guide explains what is and is not covered. Neighbouring Centerville has newer park-strip rules of its own.

Park Strips And Steep Ground

Chapter 16 sets park-strip standards in section 14-16-115. They apply to new single-family and two-family construction, and existing homes are exempt. A strip has to include at least one street tree per 40 feet and 35–50% live vegetation, with rock at least 2 inches in size laid 3 inches deep over weed fabric, no more than half of the strip in paving, and no lawn. The list of allowed materials does not name artificial turf, and it does not ban it by name.

  • No lawn in park strips (new construction)
  • Rock at least 2 inches, 3 inches deep, over permeable weed fabric
  • Rubber mulch and similar loose materials are not permitted
  • No lawn on slopes over 25%, so steep bench yards often move to terraces or beds

Secondary Water East And West Of Bountiful Boulevard

Bountiful City supplies most culinary water from eight wells and a surface water treatment plant at Mueller Park. Secondary water comes from Weber Basin through South Davis Water, Deuel Creek Irrigation and Bountiful Irrigation, and it is largely unavailable east of Bountiful Boulevard, where yards run on city culinary water (Bountiful Water Element, 2026). The city prices culinary water in tiers by elevation and meter size. That is why a turf swap tends to show up on the bill for an east-bench yard more clearly than for a west-side yard on flat-rate or lightly metered secondary water. Ask your provider how you are billed.

Turf Questions From Bountiful Homeowners

Does Bountiful allow artificial turf in front yards?

We could not find a published Bountiful rule specific to artificial turf. The Chapter 16 text we read limits living lawn, not synthetic turf, so ask the planning office before you plan a front-yard project.

Will Weber Basin pay me to install artificial turf in Bountiful?

No. Bountiful is on Weber Basin's $2.50 per square foot Landscape Lawn Exchange list, but the program does not pay where lawn is replaced with artificial turf, concrete or other hard surfaces.

Does Bountiful have secondary water?

Most of the city does, through Bountiful Irrigation, Deuel Creek Irrigation or South Davis Water. It is largely unavailable east of Bountiful Boulevard, where yards use city culinary water.
