North Salt Lake, population about 23,474 (Census ACS 2020–2024), adopted its Water Efficient Landscape Standards (Chapter 10-22) on June 7, 2022. Its applicability section covers homeowners of one- and two-family dwellings who "desire to replace lawn areas with water efficient landscaping" in front, side or rear yards or the adjacent park strip, along with new homes and property changes that add or remove more than 5,000 square feet of impervious surface (North Salt Lake code via Zoneomics). The chapter does not mention artificial or synthetic turf, so we could not find a published rule specific to it. Ask the planning office whether a synthetic lawn counts as water-efficient landscaping under 10-22-2, and confirm the current text, because ours is a mirror of the code.
Park strips are the tight spot. Turf may not go in park strips, in areas under eight feet wide, or on slopes steeper than 25%. Live plants in a park strip are limited to 22 inches tall (36 inches for accents), at least 33% of the surface must be covered by perennial or low shrub vegetation within three years, and paving is limited to carriageways no wider than four feet in concrete, concrete pavers, brick or natural stone (North Salt Lake code via Zoneomics). Artificial turf is not on the paving list.
What New Homes Must Follow
For homes built by a developer, any central open area of plant material needing overhead spray irrigation may not exceed 25% of the lot or 6,500 square feet, whichever is less, and homeowners landscaping a new house must finish within 12 months of occupancy unless the city grants an extension. Turf areas need one tree per 1,000 square feet, and HOA rules are void if they require uniform spray-irrigated plants in areas under eight feet wide or over 40% of the landscaped area (North Salt Lake code via Zoneomics). Because a quarter of local housing was built in 2010 or later, many yards fall under these standards.
City Water, Four Tiers
The city's water element says every residential connection is metered, and that a rate structure adopted in 2022 uses four tiers, with the highest tier charging more than double the lowest. City code bars outdoor watering with city water between 10 a.m. and 6 p.m. and sprinkler use from October 15 through April 15 (North Salt Lake Water Use & Preservation element). We did not find a secondary system described there, so ask the city how your lot is watered. On metered city water, less lawn watering shows up on the bill.
Rebates
Weber Basin lists North Salt Lake at $2.50 per square foot for the Landscape Lawn Exchange, but replacing lawn with artificial turf, concrete or other hard surfaces is excluded (Weber Basin). See the rebate guide.
