Sunset, population about 5,587 (Census ACS 2020–2024, a small-town estimate with a wide margin of error), is a 1.9-by-0.6-mile residential city at the north end of Davis County, at an elevation of 4,560 feet, with Hill Air Force Base directly to the east. The city says growth in the 1960s and 1970s took it from about 600 to about 6,000 people (Sunset City Information). That fits the housing data: the median home was built in 1963, and 89% of homes date to before 1980.
Sunset adopted a Water Efficient Landscaping chapter, 10-11, by Ordinance 2024-02 on May 7, 2024. It applies to new landscapes with any new home and to existing projects where the owner changes more than 50% of the landscaped area. In park strips and areas under eight feet wide, landscapes must use water-conserving plants and "turf is restricted" for new development and retrofits. The chapter does not mention artificial or synthetic turf, so we could not find a published rule specific to it (Sunset code via Zoneomics). The code text came from a mirror of the municipal code, so confirm the current wording.
What The Chapter Requires
Slopes over 25% must be planted with deep-rooting, water-conserving plants. Irrigated non-turf areas need at least three inches of mulch. For new single-family developments, builders must offer water-efficient landscaping and any central open area of plant material needing overhead spray irrigation may not exceed 35% of the landscaped area. Owners landscaping a new home have 18 months to finish the front yard and three years for the rest. The chapter also voids HOA documents that conflict with it (Sunset code via Zoneomics). The state's own lawn rule helps too: a city may not require lawn in an area narrower than eight feet (Utah Code 10-20-619).
Water Rates, And What We Could Not Tell
The city's utilities page lists residential water at $41.40 for the first 10,000 gallons a month, then $0.14 per 100 gallons from 10,000 to 30,000 gallons and $0.16 per 100 gallons above that (effective July 1, 2024), which is $14 and $16 for each additional 10,000 gallons by our arithmetic (Sunset Utilities Info). That page does not name a culinary or secondary provider or say whether lawn watering runs through that meter. Ask the city before you count a lower bill as a payback.
Rebates
Weber Basin lists Sunset at $2.50 per square foot for the Landscape Lawn Exchange, but the program does not pay where lawn is replaced with artificial turf, concrete or other hard surfaces (Weber Basin).
