Woods Cross, population about 11,531 (Census ACS 2020–2024), has no published rule on artificial turf that we could find. The city's conservation plan says its council adopted an ordinance requiring water-efficient landscaping in all new commercial and residential development in May 2022, but we could not read the ordinance text online (Woods Cross Water Conservation Plan, 2023). Ask the city which standards apply to your lot and whether a synthetic lawn counts.
The same plan says the council also requires every new residential development to provide pressurized secondary irrigation for all lots, so nearly every yard here is watered from a second system. Pressurized secondary water for all residential lots and some commercial lots comes from Weber Basin and Bountiful Irrigation.
Outdoor Use Is About Four Times Indoor Use
The plan's usage table puts residential indoor use at 45.87 gallons per person per day and secondary (outdoor) use at 179.90, for a residential total of 225.77. By our arithmetic that is nearly four times as much outdoors as indoors. The secondary figure is supplied by others and is an estimate: the plan says secondary meters are still being installed by Weber Basin and Bountiful Irrigation, due by 2030, and the city has set a goal of 200 gallons per person per day for residential use by then. The city itself meters 3,475 connections, 90.68% of them residential, and bars watering between 10 a.m. and 6 p.m. (Woods Cross Water Conservation Plan, 2023). Once secondary meters report, the saving from a turf swap becomes measurable.
City Wells And The Weber Basin Contract
Culinary water here is pumped from city wells with water rights over 15,983 acre-feet, supplemented by a 100 acre-foot contract through Weber Basin, and the system dates to 1936 (Woods Cross Water Conservation Plan, 2023). The lawn is therefore watered by a different provider than the tap, which matters when you ask who bills you for what.
Weber Basin Rebates Skip Synthetic Turf
Woods Cross is on Weber Basin's $2.50 per square foot list for the Landscape Lawn Exchange. The program does not pay where lawn is replaced with artificial turf, concrete or other hard surfaces (Weber Basin). See the rebate guide.
