Artificial Turf in South Weber, UT

South Weber has a water-efficient landscape chapter with park strip and HOA limits, but no residential turf cap or synthetic turf wording that we found. A vetted local installer can quote it.

South Weber has about 8,115 residents (Census ACS 2020–2024) and sits in Davis County (Census place list), though Weber Basin's rebate program lists it. Chapter 15 of its code applies to residential front, side and back yards in the R-LM, R-M and R-5 zones. Front and side yard landscaping must be finished within 18 months of occupancy and back yards within 24, park strips and areas under 8 feet wide must use water-conserving plants, and builders must offer buyers a water-efficient style such as Localscapes. The chapter was adopted as Ord. 2022-04 on 2-22-2022 and amended by Ord. 2023-02 (South Weber Code 10-15, public copy).

The text we reviewed sets no turf percentage for existing residential lots and does not mention artificial or synthetic turf. HOA documents are void if they require uniform plant material needing overhead spray irrigation in areas under 8 feet wide or in other areas that exceed 40% of the landscaped area. That limits what an HOA can force on you but does not tell you whether synthetic turf is allowed.

How the Landscape Chapter Came About

At South Weber's November 10, 2021 planning commission meeting, Weber Basin's assistant general manager said cities must adopt a water-wise landscape ordinance to qualify for incentive programs, and that the park strip rebate was $1.25 per square foot. One commissioner raised the difficulty of mulch in the wind, and the city engineer discouraged concrete in park strips because utilities run under them. A draft discussed that night included a 35% lawn cap, which the adopted text we reviewed does not carry for residential lots (South Weber minutes, Nov 2021). Wind is a fair question for a turf installer too: ask how edges are anchored.

Rebates

South Weber is in Weber Basin's $1.25 per square foot tier for the Landscape Lawn Exchange. It needs at least 250 square feet of healthy lawn removed after approval, and replacing lawn with artificial turf is excluded (Weber Basin). See the rebate guide.
