West Valley City, population about 137,955 (Census Bureau 2023 estimate), is one of the most turf-friendly cities on the Wasatch Front. In May 2022 the City Council adopted an ordinance that formally legalized artificial turf, which had never been explicitly banned, and set minimum product standards (UPR, May 2022). A 2024 KSL survey found turf is allowed anywhere on a residential lot in West Valley City (KSL, Nov 2024).
That makes West Valley one of the few places where a front-yard turf lawn is a straightforward option, not a fight with code enforcement. It does not make every product legal: the ordinance sets a floor on quality, and the installer we refer quotes to it.
West Valley City Turf Standards
As reported when it passed, the ordinance requires turf that looks like real grass: green, lifelike individual blades, a minimum pile height of 1.5 inches, and a minimum face weight of 50 ounces per square yard. A reduced 1.25-inch pile is allowed for high-traffic areas such as playgrounds. Confirm the current text with the city before you buy, because ordinances change.
| Standard | Requirement (as reported 2022) |
|---|---|
| Pile height | 1.5 in minimum; 1.25 in for high-traffic areas |
| Face weight | 50 oz per sq yd minimum |
| Appearance | Green, lifelike individual blades |
What A West Valley Install Costs
Published guides put installed turf at $5.45 to $20 per square foot nationally (Lawn Love, Dec 2025). Meeting the city's face weight floor rules out the cheapest thin products, so expect a West Valley bid to sit above bargain pricing. The full source table is on the artificial turf cost guide.
