South Salt Lake, population about 26,352 (Census ACS 2020–2024), is a flat inner-valley city of about 6.94 square miles between the Jordan River and 700 East. It was incorporated in 1938 and borders West Valley City, Salt Lake City and Millcreek (Wikipedia). We searched for a South Salt Lake rule on artificial turf and found none. A city notice mentions Ordinance 2023-29, which amends Chapter 17.06 to fix technical errors and amend general landscaping design standards, but we could not read its text. Ask the city whether turf is addressed.
Utah's statewide rule limits lawn to 35% of front and side yard landscaped area in new residential development in Salt Lake County, and bars lawn on park strips in new development (Utah Admin. Code R653-11-10). It covers new development and does not mention synthetic turf.
No Secondary Water Means Lawns Run On Drinking Water
The city's water plans say that because there is no secondary irrigation system, the water for existing landscaping comes from the drinking-water system. A state water-element document from 2025 says declining well output has pushed the city toward Jordan Valley Water Conservancy District water, which costs considerably more than city well water, that JVWCD allocates 1,020 acre-feet a year to the city under contract, and that many pipes are over 50 years old (South Salt Lake Water Element).
Our reading: a lawn here is watered with the same water you drink, so the turf-versus-sod savings are real compared with a flat-fee secondary system like Riverton's. Run your own numbers with the water bill comparison.
High Water Table, Flat Lots, And The Base
The city is mostly flat and sits near the Jordan River. Wikipedia describes a fairly high water table and says some areas were swampy before development in the early 1900s (Wikipedia); that page carries a "needs more citations" tag. Turf needs a base that drains, so ask the installer how the base handles standing water after a storm. Our installation process guide explains base depth and drainage.
Rebates And Public Examples
South Salt Lake is on the state's landscape-incentive eligible list (Utah Division of Water Resources). Utah Water Savers does not incentivize artificial turf (FAQ), so a turf-only project earns no rebate; see the rebate guide. On October 9, 2026, Hoodline reported that more than 2,500 square feet of grass outside the South Salt Lake Community Center was replaced with water-wise native plants, expected to save over 75,000 gallons a year, with funding from Jordan Valley Water Conservancy District (Hoodline, Oct 2026).

Census Reporter's page did not show median year built or housing type, so we do not quote them. At 38.2% owner-occupied, most households rent, so many turf jobs here are small patios, courtyards and dog areas where the owner or property manager signs off.
