Bluffdale, population about 18,797 (Census ACS 2020–2024), is mostly in Salt Lake County with a portion in Utah County, about 20 miles south of Salt Lake City at roughly 4,436 feet, on the former Lake Bonneville lakebed with the Jordan River running through it (Wikipedia). We searched for a Bluffdale rule that names artificial turf and found none. What the city does publish is a water-efficient landscaping sheet, dated July 2021, for new single-family and non-residential development and for any renovation of 50% or more of a site's landscaping. It limits turf to 35% or less of the front and side yard landscaped area, bars turf in areas under 8 feet wide, on slopes over 25% and in park strips, and asks for plants to cover at least 50% of the ground plane at maturity, not counting tree canopy (Bluffdale landscape requirements).

The sheet does not mention artificial turf. The 50% renovation trigger is the practical catch: if you tear out most of a front yard and replace it, ask Bluffdale's planning office whether the project counts as a renovation, and how synthetic turf is treated against the 35% turf cap. Get the answer in writing before you sign anything. Utah's statewide rule also limits lawn to 35% of front and side yard landscaped area in new residential development in Salt Lake County (Utah Admin. Code R653-11-10).

Who Supplies Water In Bluffdale

For drinking water, a state water-element summary says the city runs its own system of roughly 5,400 connections but owns no drinking-water source of its own; it buys from Jordan Valley Water Conservancy District under a purchase agreement and pays for 100% of the contracted volume whether it is used or not (Bluffdale Water Element). Irrigation is a patchwork. The city says it provides pressurized irrigation water in "a few" areas and that all other secondary water is handled by individual communities, with HOAs the first call; the canal companies, not the city, decide when water is released into the canals (Bluffdale secondary water).

That patchwork is why a Bluffdale lawn can cost very little to water in one subdivision and a lot in the next. Before you price turf, find out who bills your irrigation and whether the water is metered. Utah requires all pressurized secondary connections to be metered by 2030 (Utah Division of Water Resources).
