Holladay, population about 31,100 (Census ACS 2020–2024), regulates yards through Chapter 13.77 of its code. As mirrored on a third-party code site, the single-family rules for new single-household development and redevelopment cap planted lawn at 35% of the lot's landscaped area, bar lawn narrower than eight feet, and bar lawn in park strips, paths and on slopes over 25% (Holladay code, Ch. 13.77 via Zoneomics). A July 2023 Planning Commission draft kept those numbers while adding a Localscapes tie-in (Holladay notice, July 2023); we have not confirmed the final adopted text.
The only mention of artificial turf we found is a list of decorative paving materials in the general landscaping standards (13.77.040), and that section says it applies "except for single-family homes on individual lots." So we could not find a published rule that bans or approves synthetic turf in a typical Holladay yard. Ask the city, and see neighbouring Millcreek and Murray for how nearby cities differ.
Mature Trees and Older Lots
Holladay sits at about 4,465 feet and abuts Wasatch National Forest (Wikipedia), and its lots tend to carry large, older trees. The city's landscaping chapter calls for a Tree Sustainability Plan on applicable land development applications. For a homeowner, the practical point is the same: roots, shade and leaf drop shape where turf makes sense.
- Turf under a big tree can trap leaf litter and heat, so plan edging and a rake-and-blow routine.
- Keep the base excavation away from major roots. Ask the installer how they handle it before you sign.
- Sloped lots need a base that drains. Ask how the edge is anchored.
Water and Rebates in Holladay
Salt Lake City Public Utilities supplies drinking water to Holladay, per a 2021 City Journals explainer (City Journals, July 2021). Check your bill, since service boundaries vary by address. Holladay is on the state's landscape-incentive eligible list (Utah Division of Water Resources), but Utah Water Savers does not incentivize artificial turf (FAQ). Our rebate guide explains how planted and turf areas can sit in one project.

Costs
Installed turf runs about $5.45 to $20 per square foot (Lawn Love, Dec 2025). Removing an old lawn, working around trees and grading a slope all add to the quote. See our cost guide and turf removal and replacement page.
Holladay's Code On Turf, Small Yards And Roots
Holladay's landscaping chapter, as mirrored on a code site, says in 13.77.040(D) that artificial turf and textured concrete "may be utilized if they form a useful open space," while untextured concrete and lava rock are not permissible hardscape. It exempts small lots whose front yard landscaped area is under 250 square feet from the 35% lawn cap, requires lawn to be at least eight feet wide, and allows up to 50% of a landscaped area to be permeable hardscape in the cases 13.77.100 covers (Holladay code ch. 13.77 via Zoneomics). The mirror is truncated, so confirm any of this with the city.
Holladay lots carry old trees, and the same chapter says cutting more than 30% of a tree's roots "endangers the health of the tree" (13.77.100(C)(6)). That is a practical reason to ask how deep and how close to the trunk the base excavation will go, and to plan around large roots.
Holladay Turf Cost On Older Lots
At HomeAdvisor's June 2026 figures ($2 to $8 material plus $4 to $9 labor per square foot, about $6 to $17 combined), a 400 square foot area is roughly $2,400 to $6,800, and tearing out an old lawn adds $0.88 to $1.84 per square foot. Hand digging under trees is the usual extra. See the cost guide.

Turf Questions From Holladay Homeowners
Does Holladay allow artificial turf in front yards?
We could not find a Holladay rule that bans or approves it for a single-family yard. The city's landscaping chapter caps living lawn at 35% of landscaped area on new single-household development and redevelopment, and mentions artificial turf only in general standards that exclude single-family homes on individual lots. Confirm with the city before you build.
Can I put turf in my park strip in Holladay?
The code bars lawn in park strips. It does not say how synthetic turf is treated there, so ask first. Park strips are usually city right of way, which can add rules about trees and drainage.
Will a rebate cover my Holladay turf project?
No rebate pays for artificial turf. Holladay is on the Utah Water Savers eligible list, but the program pays for planted, water-wise landscapes.
How much does artificial turf cost in Holladay, UT?
About $6 to $17 per square foot for material and labor combined (HomeAdvisor, June 2026). Tree roots and old-lawn removal add cost, and a free estimate shows the total.
Does Holladay treat artificial turf as hardscape?
Holladay's landscaping chapter, as mirrored on a code site, lists artificial turf among hardscape materials that may be used if they form useful open space. How that applies to a single-family yard is a question for the city.
