Midvale, population about 35,989 (Census ACS 2020–2024), sits along the Jordan River on the Salt Lake County grid, with Interstate 15 through the middle of the city and an elevation near 4,383 feet. It became a city in 1909, and its west side grew as an industrial center while the east side stayed in agriculture and housing (Wikipedia). We searched for a Midvale rule on artificial turf in front yards and park strips and found none, so call the city before a street-facing project.
Utah's statewide water-efficiency rule limits lawn to 35% of the front and side yard landscaped area in new residential development in Salt Lake County and bars lawn on park strips in new development (Utah Admin. Code R653-11-10). It addresses new development, not existing homes, and does not mention synthetic turf.
Midvale's Water Rates And 2026 Surcharge
Midvale launched a four-tier water rate structure in 2020 to fund infrastructure and curb use (Salt Lake Tribune, Sept 2022). On April 29, 2026, KSL reported a temporary 25% drought surcharge on tiered usage starting May 1, with the $30 base monthly charge unchanged: water that cost $1.95 per thousand gallons would cost $2.44. The city followed a "Level 2 Severe" supply designation from Jordan Valley Water Conservancy District and asked residents to water no more than two days a week (KSL, April 2026).
The arithmetic is simple: $0.49 more per thousand gallons is $4.90 more for every 10,000 gallons in that tier (our calculation). A yard that takes sprinklers five to seven days a week feels it most, which is the case where turf changes the bill. See turf versus sod water bills.
Rebates In Midvale
Midvale is on the state's landscape-incentive eligible list (Utah Division of Water Resources), and the 2022 Tribune roundup said the city allows xeriscaping and promotes Jordan Valley conservation programs. Those pay to replace living lawn with water-wise plants. Utah Water Savers does not incentivize artificial turf (FAQ). Our rebate guide explains how a planted bed and a turf area can sit in one project, and the application guide covers the approval step.
Midvale Homes At A Glance
Source: U.S. Census Bureau, American Community Survey 2020–2024 5-year estimates, via Census Reporter, with the homeownership rate from Data USA. Estimates carry margins of error. Census Reporter's page did not show median year built or housing type, so we do not quote them. With fewer than half of homes owner-occupied, many Midvale yards belong to landlords, townhome associations or condo boards. That is a common reason a turf job is a small backyard or patio, and approval often comes from the owner or association rather than the resident.

Midvale Artificial Turf Cost
HomeAdvisor (June 2026) lists turf material at $2 to $8 per square foot and labor at $4 to $9, about $6 to $17 combined; a 300 square foot townhome yard is roughly $1,800 to $5,100 (our arithmetic). Small jobs carry the same equipment and haul costs as large ones, which is why small yards sit at the upper end per square foot. The cost guide lists sources, and pet turf covers dog runs. Nearby Murray, Sandy and Taylorsville have their own rules.

Turf Questions From Midvale Homeowners
Is artificial turf allowed in Midvale, UT?
We found no published Midvale rule on artificial turf. Ask the city's planning office before a front-yard or park-strip project, and check any HOA or landlord rules first.
Does Midvale's water surcharge make fake grass worth it?
Midvale added a temporary 25% surcharge on tiered usage starting May 1, 2026, with the base charge unchanged. It hits heavy outdoor users hardest. Turf cuts outdoor irrigation, but the install cost is the larger number.
