Riverton, population about 45,500 (Census ACS 2020–2024), has a Water Efficiency Standards chapter (18.235) that covers the front and side yards of single-family projects and homeowner landscaping on new construction. As mirrored on a third-party code site, it says no more than 35 percent of the front and side yard landscaped area in new single-family construction may be lawn, and turf or sod may not be used in park strips or in landscaped areas under eight feet wide (Riverton code, Ch. 18.235 via Zoneomics). For existing homes the standards are described as encouraged rather than required.
The chapter defines turf as a surface layer of earth with mowed grass and its roots, so it speaks about living grass. We could not find language on artificial turf. Riverton has also been amending its Title 18 landscape provisions recently, so confirm the current text with the city planning office before you commit to a front-yard design. Neighbouring South Jordan and Draper publish their own rules.
How Secondary Water Changes the Math
Riverton buys culinary water wholesale from Jordan Valley Water Conservancy District and also runs a pressurized irrigation system. Every residential address has access to it for a flat monthly rate based on lot size, and the supply comes from canal shares fed by Utah Lake (Riverton City, a 2021 city statement).
The city is also installing meters on secondary connections under a 2019 state mandate. It does not expect rates to change because of the metering project, but bills will show actual and recommended use (Riverton City, secondary water meters). When water costs a flat fee, turf saves less money than in cities that bill by the gallon, so the case for it is mostly time, weekends and a yard that stays green through July heat.
Rebates in Riverton
Riverton is on the state's list of cities where landscape incentives are available (Utah Division of Water Resources). Utah Water Savers does not incentivize artificial turf (FAQ), so a turf project will not earn a rebate on its own. Read our rebate guide if you are mixing turf with planted beds.

A median build year of 2001 with 85% owner-occupancy points to lived-in yards, mature front lawns to remove and sprinkler zones that may need re-plumbing. Ask the installer for a drainage check on any lot where the old lawn stayed soggy.

What Riverton's Water Efficiency Chapter Defines
Riverton's chapter 18.235 defines turf as "a surface layer of earth containing mowed grass with its roots" and hardscape as patios, decks and paths, excluding driveways and sidewalks. It bars turf or sod in park strips and in landscaped areas under eight feet wide, requires slopes over 25% to use deep-rooting, water-conserving plants without turf, and directs sprinklers to run between 6:00 p.m. and 10:00 a.m. It does not mention artificial turf (Riverton code ch. 18.235 via Zoneomics). By definition the turf rules describe living grass, but because "hardscape" is defined narrowly we found no clear answer on how the city classes synthetic turf. Ask planning.
Riverton's Planning Commission held a public hearing on February 9, 2023 on a zoning text change (PLZ-23-5001) to the city's landscaping and irrigation ordinance (Riverton agenda); the page does not say whether it touched artificial turf. Riverton was also one of seven county cities awarded 2023 grants to convert municipal turf (KUTV, April 2023).
Riverton Turf Cost With Flat-Rate Water
Since Riverton secondary water is a flat fee, turf rarely pays back through the water bill. The cost is the install: $2 to $8 per square foot material plus $4 to $9 labor (HomeAdvisor, June 2026), about $6 to $17 combined. A 500 square foot yard is roughly $3,000 to $8,500. The cost guide and turf versus sod water bill compare the options.

Turf Questions From Riverton Homeowners
Does Riverton allow artificial turf in front yards?
We could not find Riverton language that names artificial turf. The city's water efficiency chapter limits living lawn to 35% of front and side yard landscaped area on new single-family construction and bars turf or sod in park strips, but it does not say how synthetic turf is treated. Ask the planning office.
Does Riverton's flat-rate secondary water make turf pointless?
Not necessarily. Flat-rate water lowers the savings, so the real benefits are less mowing and fewer sprinkler repairs. Secondary meters are being added, but the city does not expect rates to change because of them.
Is turf rebate money available in Riverton?
Not for artificial turf. Riverton is on the Utah Water Savers eligible list, but the program pays for water-wise planted landscapes, not synthetic turf.
How much does artificial turf cost in Riverton, UT?
About $6 to $17 per square foot for material and labor combined (HomeAdvisor, June 2026), plus $0.88 to $1.84 per square foot to remove a mature lawn. A free measured estimate gives your price.
Does Riverton's turf rule cover artificial turf?
Riverton's chapter defines turf as mowed grass with its roots, so it describes living lawn. We found no text that names synthetic turf. Ask the planning office how your lot is treated.
