South Jordan, population about 80,331 (Census Bureau 2023 estimate), includes Daybreak and other master-planned neighborhoods where HOA design rules matter as much as city code. KSL's 2024 survey lists South Jordan among the cities that allow artificial turf with restrictions on its use and location (KSL, Nov 2024).
South Jordan is a member agency of Jordan Valley Water Conservancy District (JVWCD 2018 annual report), so Utah Water Savers is the program to check. It pays for planted conversions, not turf.
HOA Approval In Master-Planned Neighborhoods
In a master-planned community, the design review is often the longest part of the project. Utah law lets an HOA require a review before water-wise landscaping goes in, though it limits what the HOA can require in narrow strips (Utah Code 57-8a-231). Get the approval in writing, then sign the turf contract.
- Ask the HOA for its turf product and placement rules
- Submit the installer's drawing and spec sheet
- Schedule the install only after written approval

Turf Questions From South Jordan Homeowners
Does South Jordan allow artificial turf?
Yes, with restrictions on use and location, per KSL's 2024 survey. Your HOA may have its own rules on top.
Can my HOA ban artificial turf?
Utah law limits how far an HOA can restrict water-wise landscaping, but whether that covers synthetic turf depends on the statute's definitions and your documents. Ask the HOA, and a lawyer if it comes to a dispute.
