Artificial Turf in Ogden, UT

Ogden has allowed artificial turf on private property since 2015, but it comes with a permit, a coverage limit and product standards. We connect Ogden homeowners with a vetted local turf installer who works within them.

Ogden, population about 87,413 (Census ACS 2020–2024), is one of the Wasatch Front cities that allows artificial turf with conditions. The city council voted 6-0 to allow it as a ground cover on private property in May 2015 (Standard-Examiner, May 2015). A KSL review of Utah cities also lists Ogden among those that allow it with restrictions on use and location (KSL, Nov 2024).

Ogden's own turf brochure, which is undated, says you need a Land Use Permit before installing. The application includes a landscape plan and the manufacturer's documentation, reviewed by Ogden City Planning (Ogden City brochure). Because the brochure is undated, confirm the current requirements with Planning at 801-629-8922 before you order material, and ask the installer for the product documentation the permit needs.

What Ogden's Turf Brochure Says

The city brochure, which cites Ogden code 15-13-16.A.5, describes these conditions (Ogden City brochure).

  • Artificial turf may not cover more than 50% of a landscaped area (some sports fields are excepted).
  • It is not allowed in park strips or other public ways, or in drainage features such as retention basins.
  • Keep it at least 4 feet from tree trunks and 2 feet from shrubs, with a solid barrier between turf and planters.
  • Product standards: 1.5 inch pile (shorter allowed on rear-yard recreation surfaces), at least 56 oz per square yard, and an 8-year warranty against fading and pile loss.
  • Seams nailed and glued, not sewn; permeability of at least 30 inches per hour per square yard; graded and compacted base.

A Proposed Cap for New Single-Family Homes

Ogden has also been working on a separate change for new houses. A February 2025 draft would limit turf to 35% of the landscaped front and side yard for single-family homes permitted after May 1, 2025, and require 50% living plants in the front yard (Ogden City draft, Feb 2025). The Planning Commission recommended approval on March 5, 2025, and the city's project page does not say whether the language covers artificial turf (Ogden City project page). We could not confirm that the council adopted it, so if you are building new, ask Planning how it treats synthetic turf.

Water, Rebates and Where Turf Fits

Ogden's drinking water comes from wells, surface water from Pineview Reservoir and Wheeler Creek, and treated water bought from Weber Basin. Secondary irrigation is a separate system run by Pineview Water Systems and Weber Basin, and about 37% of properties have access to some form of it. The rest water their lawns with culinary water (Ogden Water Element, Jan 2026).

Weber Basin's Landscape Lawn Exchange does not pay for replacing lawn with artificial turf (Weber Basin). Ogden also runs a park strip conversion program of up to $2.50 per square foot for water-efficient landscaping, and since turf is not allowed in park strips, that is a separate project (Ogden City program). Our guide to Utah turf rebates and water savings explains what is and is not covered.

Foothill Winds and Seams

The National Weather Service has issued high wind watches for the northern Wasatch Front that name Ogden, Ogden Canyon and Weber Canyon, with downslope gusts forecast around 50 to 60 mph (KUTV, Mar 2024). Ogden sits at the foot of the Wasatch Mountains at roughly 4,300 to 5,000 feet (Wikipedia). That is a good reason to care about edge nailing and seam work. Ogden's brochure already requires anchored, glued seams.

Ogden Homes at a Glance

Source: U.S. Census Bureau, American Community Survey 2020–2024 5-year estimates, via Census Reporter. Estimates carry margins of error. A median build year of 1966 means many older lots with mature trees, which matters because the city asks for 4 feet of clearance around trunks. About 4 in 10 homes are rented, so a landlord's approval may come before any turf goes in.

Costs

See the artificial turf cost guide for current Utah ranges. Installed prices are commonly quoted at $5.45-$20 per square foot (Lawn Love, Dec 2025). If you are replacing an existing lawn, read about turf removal and replacement. Neighbors in Layton and nearby cities follow different rules, so do not assume a friend's permit applies to you.

Turf Questions From Ogden Homeowners

Does Ogden allow artificial turf in front yards?

Yes, with conditions. Ogden requires a Land Use Permit, caps turf at 50% of a landscaped area and does not allow it in park strips or public ways, according to the city's brochure. A proposed 35% turf cap for new single-family homes was in draft in 2025, so confirm the current rule with Ogden Planning at 801-629-8922.

Does Weber Basin pay me to replace my lawn with artificial turf?

No. Weber Basin's Landscape Lawn Exchange lists replacing lawn with artificial turf, concrete or other hard surfaces as not eligible. Water-wise plants are what the program pays for.

Can I put artificial turf in my Ogden park strip?

No. Ogden's brochure lists parkstrips and public ways as restricted. Ogden's park strip conversion program is for water-efficient landscaping instead.
