West Haven has about 21,563 residents (Census ACS 2020–2024). Its landscaping standards (Chapter 49, adopted by Ord. 13-2022 on July 6, 2022) limit turf on single-family lots to 35% of the combined front and interior side yard landscaped areas or 250 square feet, whichever is greater, and bar turf in park strips and in areas under 8 feet wide. Front and side yards must be landscaped within 12 months of initial occupancy and rear yards within 18 months, and irrigated non-turf areas need 3 inches of mulch (West Haven Code 157.985–157.999, public copy).
The text we reviewed does not mention artificial turf, and parts of the page were truncated, so confirm with the city. The city's 2025 water element says it is updating the landscaping ordinance and lists defining xeriscape, requiring soil preparation and regulating high-evaporation features as ways to strengthen it (West Haven Water Element). Ask what changed before you finalize a design.
Four Culinary Systems, Several Irrigation Suppliers
West Haven is not a water provider. Residents receive drinking water from Bona Vista Water Improvement District, Taylor West Weber Water Improvement District, Hooper Water Improvement District or the West Haven Special Service District, and secondary water mainly from Weber Basin and the Roy Water Conservancy District plus smaller canal companies. Bona Vista says it has not supplied culinary water for irrigation since 1996, and its customers get secondary water through Pineview Water Systems or Mountain View Irrigation (West Haven Water Element). Taylor West Weber says it provides only culinary water and points to Hooper Irrigation, Wilson Irrigation or Weber Basin (Taylor West Weber). Your address decides who to call.
What Residents Told the City
The city's survey found 76% of respondents somewhat or very concerned about water, and 76% said they would replace 40% to 100% of their private landscape with waterwise alternatives. The element reports 270 Utah Water Savers smart controller rebates from West Haven residents, the most popular program, and says turf conversion is growing quickly (same document).
Rebates in West Haven
West Haven is in Weber Basin's $2.50 per square foot tier, which needs at least 250 square feet of healthy lawn and excludes replacing lawn with artificial turf (Weber Basin). See our rebate guide.

With a median household income of $101,012, a $4,800 to $13,600 project is a real but manageable cost for many households, which is why phasing a yard over two seasons is common.

See the artificial turf cost guide. Material plus labor of $6 to $17 per square foot (HomeAdvisor, June 2026, added ranges) puts 800 square feet at about $4,800 to $13,600 (our arithmetic). Nearby Roy, Hooper and Ogden set their own rules.
