Washington Terrace has about 9,182 residents (Census ACS 2020–2024). Its landscaping regulations (17.44.200) apply to all residential zones and say park strips are maintained by the abutting owner, may hold low-growing conforming grass or vegetation, and may have shrubs no taller than 3 feet and trees from an approved list. Lawn and ground cover may not exceed 6 inches in height, and plantings need an underground sprinkler or irrigation system (Washington Terrace Code 17.44, public copy). The text we reviewed, last amended by Ord. 18-09 in June 2018, does not mention artificial or synthetic turf. That copy may lag the official code, so confirm with the city.
Two timing and area rules matter before you order anything. Residential lots must set aside at least 25% of the lot as green area (17.44.170, Ord. 18-88), and new homes must landscape the park strip, front and side yards within one year of occupancy and the rear yard within two years. Existing homes that change hands have one year after the title transfer. Alternatives such as xeriscape need building official approval (same chapter). We could not tell whether the city counts synthetic turf as green area, so ask in writing.
Where the Water Comes From
The city's 2021 water conservation plan says Washington Terrace buys its drinking water from Weber Basin and that outdoor water comes from Pineview Water or Weber Basin depending on location, with a goal of cutting use from 76 to 70 gallons per capita per day by 2025 and 65 by 2030 (Washington Terrace water plan, 2021). Pineview lists Washington Terrace among the communities it serves (Standard-Examiner, Jun 2021), and in March 2026 it said allotments follow property size, with a $500 fine and early shutoff at 100% (KSL, Mar 2026).
Rebates in Washington Terrace
Washington Terrace is in Weber Basin's $2.50 per square foot tier for the Landscape Lawn Exchange. The program needs at least 250 square feet of healthy lawn, approval before work begins, and excludes replacing lawn with artificial turf (Weber Basin). Our rebate guide explains how to keep a planted area and a turf area separate.

A 1,000 square foot turf area at $6 to $17 per square foot (HomeAdvisor, June 2026, added ranges) is about $6,000 to $17,000, or roughly 1.7% to 4.8% of the median home value (our arithmetic). Turf Questions From Washington Terrace Homeowners
Does Washington Terrace allow artificial turf in front yards?
We found no published Washington Terrace rule that names artificial turf. The code requires 25% green area and a landscaped front yard within a year of occupancy, so ask the city how synthetic turf counts.
Do I have to landscape after buying a home in Washington Terrace?
The landscaping regulations give an existing home one year after a title transfer to meet the requirements, according to the public copy of the code. Confirm the current text with the city.
Who installs artificial grass near Washington Terrace?
We refer homeowners to a vetted local turf installer. We are a referral service, not the contractor, so ask for written city approval of the design before work starts.
