North Ogden, population about 21,947 (Census ACS 2020–2024), has no artificial turf rule that we could find. The city's code section 5-7 requires protective ground cover, which the city describes as a landscaping technique using plants, grass, shrubs, trees and mulch. The page also says the building official decides which components qualify (North Ogden water conservation page). The city also says its ordinances do not disallow xeriscape or other water-wise landscaping. Whether synthetic turf counts as protective ground cover is a question to put to the city in writing.
A public copy of the code's landscaping chapter (11-20) says it does not apply to development on existing single-family lots, and the text we reviewed has no turf percentage or artificial turf wording (North Ogden code, public copy). If your lot is on the hillside, the city also has Hillside Protection Zones (HP-1 to HP-3), so ask which zone applies (code index).
Culinary Water Cannot Water Grass
In April 2026 the city council approved an ordinance update. Culinary water may not be used on outdoor landscaping when secondary water is normally available, and the city says culinary water may not be used to water grass at all. A first violation brings a warning, and repeat violations carry a $500 fine (KSL, Apr 2026). The city does not provide secondary water. Pineview Water Systems does, with allocations based on property size and possible shutoff for overuse (same KSL report).
Rebates in North Ogden
North Ogden is in Weber Basin's $1.25 per square foot tier for the Landscape Lawn Exchange, and replacing lawn with artificial turf is excluded (Weber Basin). See our rebate guide before planning around a payout.
Foothill Setting
North Ogden sits at about 4,613 feet at the base of Ben Lomond Peak (Wikipedia). Hillside lots mean slopes, drainage and retaining walls matter more than on flat valley lots. Downslope wind events are forecast for the northern Wasatch Front, so ask your installer how edges and seams are anchored (KUTV, Mar 2024).
