Artificial Turf in Hooper, UT

Hooper has big lots, a secondary water company that cut its season short in 2025, and no published rule on residential artificial turf that we could find. A vetted local installer can quote it.

Hooper has about 9,338 residents (Census ACS 2020–2024). We found no Hooper rule on artificial turf. The city's landscaping article (10-4C) applies by its terms to developments in commercial or industrial zones, asks for drought-tolerant plants and calls for automated underground irrigation, and leaves residential lots out (Hooper Code 10-4, public copy). Residential rules appear as lot sizes: the dimensional table lists 40,000 square feet for R1 down to 10,000 for R4, although the table's columns are garbled in the public copy (Hooper Code 10-2B). Call city hall to confirm.

Hooper Irrigation Company supplies secondary water, and in August 2025 a drought-impact summary of a Deseret News report said it ended its season a month early, on September 15, and cut allotments in half (National Drought Mitigation Center). A yard that needs no irrigation is exposed to none of that.

Pressure Irrigation Hookup Rules

The agenda packet for Hooper's October 8, 2026 planning commission meeting lists a discussion of Title 6, Chapter 5, Pressurized Irrigation. The text in the packet would require people who build or buy a home to connect to pressure irrigation on occupancy if a system is available, exempts those who lawfully use well or canal water, and makes a violation a Class C misdemeanor (Hooper City agenda packet). We cannot tell from the packet whether it is current or proposed, so ask the city how a turf project affects your hookup.

Costs

See the artificial turf cost guide. Material plus labor of $6 to $17 per square foot (HomeAdvisor, June 2026, added ranges) makes a 1,500 square foot yard about $9,000 to $25,500 (our arithmetic). Neighbors West Haven and Roy have different rules.

Turf Questions From Hooper Homeowners

Does Hooper allow artificial turf in front yards?

We could not find a published Hooper rule on residential artificial turf. The landscaping article we reviewed covers commercial and industrial zones, so ask Hooper City in writing.

Why do Hooper homeowners worry about secondary water?

A drought-impact summary says Hooper Irrigation ended its 2025 season on September 15, a month early, and halved allotments. Turf does not depend on irrigation.

Who installs artificial grass near Hooper?

We refer Hooper homeowners to a vetted local turf installer and are not the contractor.
