Artificial Turf in South Ogden, UT

South Ogden is one of the few Weber County cities whose code has a section just for artificial turf, including park strips. We explain the standards and connect you with a vetted local installer.

South Ogden, population about 17,650 (Census ACS 2020–2024), has a code section titled "Use of Artificial Turf as a Ground Cover" (10-23-7). In the 2022 ordinance file posted on Utah's public notice site, which is marked as a draft, the section requires green, lifelike turf with a pile height of at least 1.5 inches, a tufted weight of at least 56 ounces per square yard, and an 8-year manufacturer's warranty (South Ogden Ord. 22-06 file, Apr 2022). The section carries a 2017 ordinance citation, so it predates that file. Confirm the current text with the city.

The same section says artificial turf may be installed in park strips fronting the property, with conditions. The owner takes on special maintenance, and the city is not responsible for maintaining it or repairing it after utility or street work. Ogden, next door, does not allow artificial turf in park strips, so check each city separately.

What the Installation Standards Say

According to the same ordinance file, the code lists these points (South Ogden Ord. 22-06 file).

  • Not allowed in permanent drainage features such as ponds, swales and retention basins.
  • Properly anchored to withstand wind; seams nailed and glued, not sewn.
  • Graded, compacted and drained, with permeability of at least 30 inches per hour per square yard.
  • A solid barrier such as a concrete mow strip between turf and planters.
  • At least 4 feet from tree trunks and 2 feet from shrubs.
  • Indoor or outdoor plastic or nylon carpeting is not allowed as a substitute.

Living Lawn Rules Are Separate

The same chapter limits living turf grass to 35% for new single-family construction and bans turf grass and overhead irrigation in areas narrower than 8 feet, including park strips. Those are living-lawn rules. South Ogden's General Plan adds that single-family and twin-home sites are not required to follow the landscape design standards but are encouraged to (South Ogden Water Element). Ask the city which parts apply to your house.

Two Secondary Water Providers

South Ogden's drinking water comes from city sources (Burch Creek, Strong Canyon and Waterfall Canyon) plus Weber Basin. Irrigation water comes from two systems, Weber Basin and the South Ogden Conservation District, which is part of Pineview Water, serving nearly all connections (South Ogden Water Element). South Ogden is in Weber Basin's $2.50 per square foot tier for the Landscape Lawn Exchange, which does not pay for artificial turf (Weber Basin).

South Ogden Homes at a Glance

With a median build year of 1979 and nearly four in ten homes something other than a detached house, many South Ogden lots are small and mature, so tree clearance and tight edges are the usual design questions.
