Heber City has about 18,015 residents (Census ACS 2020–2024). The city's landscaping chapter, 18.76, limits living lawn: no more than 35% of a single-family front yard (both street sides on a corner lot), with at least 50% of the front and street-side yard in planted vegetation at maturity, and no lawn on slopes steeper than 50% (Heber City Code 18.76, as mirrored by Zoneomics). Those are living-lawn rules, added in Ord. 2019-12 and updated by Ord. 2022-20 (August 2022). We could not find a published rule that names artificial turf, so ask Heber City planning whether it counts toward the lawn cap or the planted-vegetation share before you design a front yard.
Park strips are stricter. The city lists lawn, shrubs, trees, flowers, ground cover, small rocks, bark and non-bonded pavers as permitted materials, bars hard surfacing, and does not mention synthetic turf (Heber City Code Enforcement). Strips under 8 feet wide must be 100% xeriscape on drip. Treat the park strip as off limits until the city says otherwise in writing. Neighbouring Midway has its own code, so do not assume the same answer there.
Water And Rebates In Heber City
Heber City provides culinary water, and most homes inside city limits use pressurized irrigation supplied through the Central Utah Water Conservancy District, which usually turns on between mid-April and mid-May and shuts off around October 15 (KPCW, 2023; KPCW, 2021). In June 2026 the council adopted a voluntary Phase 2 water plan that asks residents to water lawns no more than three days a week, between 6 p.m. and 10 a.m. (KPCW, June 2026).
Heber City is on the Utah Water Savers eligibility list (observed October 2026), which pays $3 per square foot to replace living lawn. The program does not pay for artificial turf, and the project must start with a well-maintained living lawn and a site visit before work begins (program details). If you want the rebate on part of the yard, ask about that area before any turf goes in. See our rebate guide.
Turf At 5,600 Feet
The USGS elevation at city center is about 5,602 feet and the area is USDA zone 6a. Wasatch County's design criteria list a 36 inch frost line depth and a mean annual temperature near 44°F (Wasatch County). For turf, that points to a few practical items to settle in the estimate.
- Base depth and compaction: freeze-thaw cycles punish a thin or poorly compacted base.
- Drainage: spring melt has to leave the area instead of pooling under the turf.
- Snow handling: ask how to shovel or blow snow off turf without tearing the surface.
- Shade: tall trees on older lots keep snow and ice on turf longer.
Heber City Homes At A Glance

With about a third of homes built since 2010, many yards are newer lots with compacted fill and little lawn history. Older yards bring mature trees and old sprinkler lines to work around.

Costs
Installed artificial turf commonly runs $5.45–$20 per square foot depending on base, pile and site access (Lawn Love, Dec 2025). See the artificial turf cost guide and our artificial grass lawn service page. Remote or sloped lots can move the price, so a site visit beats a phone quote.

Turf Questions From Heber City Homeowners
Does Heber City allow artificial turf in front yards?
We could not find a published Heber City rule that names artificial turf. The city does cap living lawn at 35% of a single-family front yard and requires 50% planted vegetation at maturity, so ask planning how turf is counted before you design the yard.
Can I get a Utah Water Savers rebate for artificial turf in Heber City?
No. Heber City is on the eligibility list, but the program pays $3 per square foot only to replace living lawn and states that artificial turf will not be incentivized.
Can I put artificial turf in my Heber City park strip?
Not without asking first. The city's published list of park strip materials does not include synthetic turf, and strips under 8 feet wide must be 100% xeriscape on drip. Get the answer in writing.
Does artificial turf work through a Heber winter?
Yes, with a properly compacted, well-drained base, and you do not have to water it. Plan how you will clear snow, since that is the part owners ask about most.
